In several regions of Russia, local authorities are demanding that enterprises recruit people for contract military service for the war against Ukraine.

According to the publication, journalists reviewed the “Plan for selecting candidates for contract service in 2026” for the Muysky district of Buryatia. The document was provided to the channel by a source close to the republic’s administration, who claims that a similar scheme operates throughout Russia.

The document specifies the number of employees at each enterprise, the number of men aged 20 to 60, and also determines how many people the company must send to the war against Ukraine.

According to the source, initially, the republican headquarters communicates the plan to the district leadership, after which the local headquarters distributes quotas among enterprises.

For companies that do not wish to send their employees to the front, an alternative mechanism is provided. They can enter into an agreement with a firm that specializes in “candidate selection” for the so-called “special military operation.” In the Muysky district, such a service costs 100,000 rubles, which, according to the channel’s interlocutor, is a significant amount for local businesses.

Budgetary institutions also fall under this scheme. In particular, the district hospital must provide two employees, despite the shortage of medical personnel in Buryatia.

An entrepreneur from Siberia also confirmed the existence of a similar practice. According to him, employers began to be forced to look for people for the war back in 2024, under threat of inspections in case of refusal.

He added that by 2025, a “buyout” scheme appeared: employers were forced to sign agreements to search for candidates to send to war. The cost of such a service, according to him, is 450,000 rubles per person.

Earlier, it was reported that the deputy commander of the Third Corps, Maksym Zhorin, stated that Ukraine must respond to the mobilization in the Russian Federation.
