The war initiated by Russia against Ukraine can only be concluded through systematic and maximally stringent pressure on Moscow, encompassing both economic and military domains.

This was stated by Mykhailo Podolyak, advisor to the Head of the Office of the President of Ukraine, during a national television marathon broadcast.

According to him, an effective strategy for ending the war necessitates not symbolic restrictions, but the actual isolation of the Russian Federation from global markets and the intensification of military pressure.

“The war can only be ended through systematic, maximally stringent pressure on the Russian Federation in economic and military terms,” Podolyak emphasized.

He noted that sanctions policy should not replicate approaches used after 2014, when Russia still had opportunities to circumvent restrictions or anticipate their swift repeal.

“This is not like 2014: let’s impose some sanctions here, but leave the possibility to quickly lift these sanctions, or leave the possibility to circumvent these sanctions, or leave the possibility to have parallel exports, imports, and so on. That’s not how it works,” the advisor to the Head of the OP stressed.

Podolyak believes the international community faces a choice: either to fully isolate Russia from the global economy, or to continue observing how the war is funded and persists despite significant human losses.

“Either Russia is isolated from global markets, or we will continue to play the game of ‘it’s unclear who is financing the war,’ why it continues, why millions of losses do not affect Russian society,” he declared.

Podolyak separately emphasized that the approach to engaging with the Russian leadership has already been defined in the public signals of Ukrainian President Volodymyr Zelenskyy, particularly in his open letter.

“One must speak with Putin only through the prism of coercion or through fear, which will be his basic emotion,” concluded the advisor to the Head of the OP.
