A new law will require platforms to report on sellers, and online alcohol and tobacco sales will only be permitted with a license and age verification of the buyer.

The Verkhovna Rada has supported draft law №15111-d, which introduces automatic data exchange on Ukrainians’ incomes from digital platforms. This concerns services through which users sell goods, rent property, or provide services.
This is stated in the material by “Sudo-yuridichna gazeta”.
The law is part of the implementation of the international standard DPI and rules similar to the European directive DAC7. Its purpose is to compel digital platform operators to report on sellers’ activities.
Platforms involved in the sale of goods, rental of real estate or transport, as well as the provision of personal services, including freelance or online consultations, will fall under the scope of the new regulations.
At the same time, ordinary citizens who occasionally sell used items should not be affected by the law. Data will not be transferred for “small” sellers who have made fewer than 30 sales per year, and the total remuneration received has not exceeded 2,000 euros.
Penalties are foreseen for platform operators. For failure to submit a report or for providing inaccurate data, the fine may amount to 20 minimum wages.
Separately, the draft law strengthens control over the online sale of excisable goods — alcohol, beer, tobacco, electronic cigarettes, and liquids for them.
Such goods can only be sold online if a valid license is obtained. Sellers will also be required to register their websites, domains, URLs, and mobile applications in a special state registry.
If the State Tax Service discovers a website or application selling alcohol or tobacco without registration, access to such a resource may be restricted.
Furthermore, online sales of alcohol and tobacco will be prohibited without prior verification of the buyer’s age. Identification must be carried out through e-passport or e-driver’s license data in “Diia”, facial recognition technology, or real-time remote verification by an operator.
For failure to comply with a decision to block infringing websites, electronic communication providers face fines: UAH 34,000 for the first violation and UAH 68,000 for a repeat offense within a year.
The draft law also includes provisions not directly related to digital platforms. Specifically, it provides for an export duty on certain types of granite and stone for construction and monuments. The rate will be 0.3 euros per kilogram and will be valid for 10 years.
