The reopening of borders for men after the war concludes is unlikely to trigger a massive and uncontrolled outflow of the population, even though an additional 1.5–2 million citizens might depart the country.

This assessment was presented by Ruslan Chorniy, chief expert on financial sector reform at the Economic Expert Platform, during an appearance on the program Den.LIVE.

According to him, the vast majority of Ukrainians who intended to emigrate have already done so previously.

“Those who wanted to, they left. There is still a portion of people who would also like to leave and currently do not see such an opportunity,” the analyst explained the situation concerning potential migration.

At the same time, Ruslan Chorniy highlighted another significant challenge for the state – a reduction in the number of economically active citizens who contribute to filling the state budget.

“At one point, calculations were done: the number of real businessmen who pay taxes and on whom the budget relies is about a million people,” he emphasized, outlining the current strain on the country’s financial system.

As a reminder, in the Lviv region, a 43-year-old man attempted to cross the border with his 63-year-old wife. However, border guards suspected the marriage was fictitious.
